Our Tenancy Agreement is a contract that sets out the responsibilities each tenant has and City of Doncaster Council’s responsibilities as their landlord.
We reviewed our Tenancy Agreement last year to make sure that it meets the needs of our customers and communities. We shared the proposed changes with customers and invited feedback.
The feedback we received was carefully considered and incorporated into the proposed changes along with a few additional updates. We then consulted with customers again in July 2025 – thank you to everyone who contacted us with their views.
All comments were considered and further amendments to the proposed changes were made as a result of this feedback. You can see these changes here.

By law we have to give customers at least four weeks' notice between writing to inform them and the start date of a new Tenancy Agreement. We have now written to all customers and the new Tenancy Agreement will start on 1 February 2026. This will automatically replace the existing agreement and customers are not required to sign a new agreement or take any action.

Frequently Asked Questions – New Tenancy Agreement
A: The updated Secure Tenancy Agreement becomes effective on 1 February 2026. A Notice of Variation was issued to all customers in November 2025, fulfilling the 28‑day statutory requirement.
A: No. The change is introduced through a Notice of Variation, meaning you do not need to sign anything. The new terms automatically apply from the go‑live date.
A: The agreement has been updated to:
- Reflect new legislation (Fire Safety Act, Awaab’s Law, Domestic Abuse Act)
- Align with the updated CDC Tenancy Strategy
- Strengthen clauses relating to ASB, access, safety, and tenancy fraud
- Modernise the language and remove outdated content
- Provide clearer information to tenants about their rights and responsibilities
A: Key changes include:
- Succession rights
- No access procedures: Stronger framework for persistent refusal of access
- ASB and Hate Crime clauses: Now include online/social media behaviour
- Sunday tenancy terminations: All tenancy end dates will be Sundays
- Pest control: Clarity on SLHD vs tenant responsibilities
- CCTV and Ring doorbells: Clear rules to comply with Data Protection law
- Disrepair claims: Tenants must follow SLHD’s process before raising a claim elsewhere
A: No. You will keep the same core rights (security of tenure, succession rights, repairs, Right to Buy).
The updated agreement clarifies rights and processes, making them easier for you and our staff to understand.
