Our Board sets our vision, values, mission and strategic objectives as well as regularly reviewing our performance and finance position. It provides an independent viewpoint and challenge when approving all our policies and strategies.
We have 11 Board members, each bringing a wealth of professional and life experiences which is made up of:-
- Chairman who is an Independent Non-Executive Director
- 3 Council appointed Non-Executive directors;
- 3 Tenant Non-Executive directors;
- 3 recruited from other sectors known as Independent Non-Executive Directors and;
- St Leger Homes’ Chief Executive.
We also have four sub-committees that report to our Board. These focus on different areas of the organisation and are:
- Audit and Risk Committee
- Customer and Performance Committee
- Building Safety & Compliance Committee
- Employment and People Committee
We hold regular Board meetings which you are welcome to attend.
Our Board meetings are held in a hybrid way – which means people can attend in person or join virtually through Microsoft Teams.

Our Board meetings in 2024 are scheduled as:
- 6 February 2025
- 3 April 2025 - meeting will commence at 12.30pm
- 3 July 2025 - meeting will commence at 1pm
- 7 August 2025
- 2 October 2025
- 4 December 2025
All meetings are held at 2:00pm unless otherwise stated.
Our AGM will be held on 16 September 2025 at 10:30am.

The Annual General Meeting of St Leger Homes of Doncaster
will be held on 16 September 2025 at 10:30am at our head office at Civic Office, Waterdale, Doncaster, DN1 3BU.

As part of the ALMO’s governance structure the Board has approved the establishment of four committees, which sit beneath the main Board.

Audit and Risk Committee
The Audit and Risk Committee is constituted as a Committee of the Board to support the Board in their responsibilities for issues of risk control and governance by reviewing the comprehensiveness of assurances in meeting Board needs.
Customer and Performance Committee
The Customer and Performance Committee is constituted as a Committee of the Board to oversee the quality assurance activities and processes so that the Company fulfils its commitment as a customer-focused organisation and to meet the Management Agreement.
The Committee includes a co-opted tenant as part of the tenant development pathway.
Employment and People Committee
The Employment and People Committee is constituted as a Committee of the Board to support the Board in its responsibilities for issues of overall grading structure and key terms and conditions of employment for staff within the overall budgetary allocation for Management and Staffing.
Building Safety and Compliance Committee
The Building Safety and Compliance Committee is constituted as a Committee of the Board to support the Board in its responsibilities for all issues relating to building safety and compliance with statutory regulations in relation to the six compliance areas of asbestos, fire, water, electricity, gas and lifts.
These Committees are not public meetings, however the minutes and summary of decisions made are submitted to Board and are included in Board Meeting packs

David Wilkinson
Chair
Dave retired in 2019 from his role as an Assistant Director at Doncaster Council, where he gained over 20 years’ experience of senior management within the Local Authority sector. He has over 30 years’ experience as a school governor and previously chaired the governing bodies of a large primary school and small junior school in his hometown of Mexborough.

Milcah Walusimbi
Tenant Board Member
Milcah works as a Family Time Worker with Doncaster Council. Before that, Milcah worked as a Support Worker with one of the leading learning disability support non governmental organisations. Milcah moved from London to live in Doncaster 24 years ago. She has been a school governor at a primary school in Mexborough. Milcah joined the board 4 years ago, she loves reading, is a people person and an advocate for those that are vulnerable.

Maureen Tennison
Tenant Board Member
Maureen lives in Warmsworth and is involved in many activities in her community, across the City and for St Leger Homes. This includes being treasurer of the Edlington Royal TARA and Friends of Martinwells Lake. Alongside this Maureen is also Trustee and Treasurer of Edlington Community Organisation (ECO) which won the Kings Award for Voluntary Services in 2024. Maureen is a Community Crime Fighter and was an integral member of the group that established Edlington Neighbourhood Watch. Added to this Maureen was a Doncaster Magistrate for 14 years.

Rodger Haldenby
Tenant Board Member
Rodger transitioned from nine years in the Royal Air Force Provost to management roles in Shell (UK) Oil and later in the USA with Cleveland Coin International and a Walmart subsidiary. Returning to the UK, Rodger dedicated 27 years to the Doncaster Citizens Advice as an advisor and supervisor. Rodger is returning as a Board Member, he was Vice Chairman for St Leger Homes from 2007 to 2018, subsequently joining the SLHD Tenant Scrutiny Panel as Secretary and review author.

Trevor Mason
Independent Board Member and Vice Chair
Trevor has over 25 years’ experience at director level across public service and the private training and education sector. Whilst Trevor is now retired. he has worked as a Chief Executive, latterly with a large regional based charity and social enterprise focusing on the physical and skills development and regeneration of deprived areas. Trevor brings considerable experience of working at a strategic level in financial management and business planning & delivery and has been on our Board for the last six years.

Phil Cole
Independent Board Member
Phil was a City of Doncaster Councillor between 2012 – 2025 and served Edlington and Warmsworth Ward. He was also Cabinet Member for Finance, Traded Services and Planning. Phil has a wide range of knowledge and involvement in community issues across the City of Doncaster. He was also the senior political advisor to Rt Hon Caroline Flint for 22 years.

Susan Jones
Independent Board Member
Susan was previously Chief People Officer at Maria Mallaband Care Group, operating 80 care homes (c5500 employees) around the UK. She has over 20 years’ experience operating at Executive level and 10 years at Board level in a number of successful retail, financial and professional services organisations. Susan has been a Board member for over 10 years, previously holding the position of Chair of Trustees at Thornton Grammar School for several years, and also as a Trustee for a regional Charitable Trust.

Steve Cox
Councillor Board Member
Steve grew up in Stanforth and has been an elected member for Finningley ward since 2015. He spent many years driving a taxi in and around Doncaster. It was a fantastic education, speaking to real people.
Before driving a taxi, he spent many decades in the construction industry. Started as an apprentice Joiner and ended up as a site manager working nationwide.

Kieran Lay
Councillor Board Member
Kieran was elected as a Councillor for the Thorne & Moorends Ward in May 2025. With a strong commitment to inclusivity, Kieran champions the needs of people with disabilities and is passionate about harnessing innovative technology to strengthen community connections and improve local services.

Sue Farmer
Councillor Board Member
Sue has been a member of the Mayor’s Cabinet since May 2024 and is currently Cabinet Member for Children, Young People and Families. Sue is City of Doncaster Council’s equality lead, covering the Council’s role as an employer, community leader and in the delivery of services.
Sue is extremely passionate about improving the outcomes and opportunities for our families, and children and young people in Doncaster. She loves working in her community and working with so many people across the Council who are dedicated to support our families.

Chris Margrave
Chief Executive
Chris joined St Leger Homes in January 2021.
He is an experienced property services professional with over 30 years expertise. Chris's previous positions include Director of Investment and Director of Assets at Wakefield and District Housing. He is a Member of the Chartered Institute of Building (MCIOB) and a property health and safety professional with a passion for property compliance.
He has a track record of driving improvement in construction, asset management, building and fire safety, property compliance, investment and repairs and maintenance.

Kath Smart
Co-opted Independent Board Member
Kath is a Doncaster resident and is a qualified accountant. She has a background of 25 years in governance, risk management, and audit across local authorities and the NHS. Kath currently works as a Non-Executive Director & Audit Chair for Doncaster & Bassetlaw NHS FT and is also Audit Chair for a social housing registered provider in West Yorkshire. She also chairs panels for managers hearings when patients are sectioned under the Mental Health Act for RDaSH. She has two school aged children, and enjoys running, swimming & playing guitar.
